The Service aims to encourage people to be involved in solving common needs, and to dedicate themselves to the development of genuine human communities through a constant process of awareness, participation and sharing.
The participation process is intended to facilitate the promotion of understanding, mutual aid, respect and social integration among groups and in the community.

Caritas has pioneered in the organization of grassroots community work since the 1960s with a commitment to help the underprivileged.

Each year, the Service organises nearly 100 resident groups to tackle common needs and mobilises more than 109,000 people to participate in the community programmes. The Integrated Service Project for the Unemployed with an attendance of 42,100 has provided job placements for over 600 individuals. More than 10,000 migrant workers have been recorded as participants in the programmes organised by two projects targeted to them.
