Caritas has been the Implementing partner of UNHCR Sub-Office Hong Kong since late seventies. UNHCR is a non-political, humanitarian organization, created by UN General Assembly in 1950. It is mandated by the United Nations to lead and coordinate international action for the worldwide protection of refugees and the resolution of refugee problem.
Through annual project agreement, Caritas provides assistance to Individuals of Concern (IC) under UNHCR Protection. They are refugees recognized by UNHCR waiting for resettlement to a third country or durable solution by UNHCR and asylum seekers waiting for the refugee status determination after they submit their applications. The majority of the beneficiary population is single or married men with their families still living in their own countries, the rest are women (single or married)and children with one parent or both parents living together in Hong Kong as well as unaccompanied minors under 18 years old. They are of different nationalities, cultural and religious background. They are originated from over 30 different countries in Asia (South, East and South West Asia) Eastern Europe and Africa (West, East and Central Africa ).
Scope of services provided to ensure the safety and overall well-being of ICs:
- Assessment and giving of financial assistance
- Provision of suitable accommodation
- Medical subsidy and referral
- Counseling service
- Regular visits to asylum seekers and refugees
- Community liaison work
- Education and training programs
- Recreational and leisure activities
- Provision of human resources and administrative support to UNHCR
